Map drawing tools (Polygon, Circle) do not work properly

Some users who are accessing Matrix from a touch screen PC have problems using the Polygon and/or Circle map drawing tools.  For the Polygon tool, it does not draw straight lines, just curvy freehand stuff.

Disabling the HID compliant touch screen in device manager typically fixes this issue.
