A landlord is free to impose whatever conditions they choose on a rental property. They are free to require their own credit report and require a prospective tenant to pay for it. There are a number of separate but mandatory charges (such as a monthly Tech Fee) that can be included under the terms of the lease that are not necessarily categorized as part of the base rent.
Including all of this information in the agent to agent remarks is helpful to agents representing prospective tenants.
The MLS has no role or involvement in those issues.
